With reference to your letter of the 26th ultimo,

1.34831/16, in which you transmitted copy of a telegram

from the Governor of Hong Kong relative to the export of

Pig Iron and Manganese Ore to San Francisco, I am instructed

by the Director of the War Trade Department to state, for

information of Mr. Secretary Bonar Law, that this Department has no objection to the export of the consignment of Manganese

Ore.

Lord Emmott is, however, of opinion that permission for

the export of the Pig Iron should not be granted.

Lord Emmott understands that similar recommendations

have already been conveyed to your Department by the Ministry

of Munitions.
